2017 financial results approved;

Cooperation agreement between Intersputnik and the European telecommunications satellite organization  EUTELSAT endorsed;

Intersputnik’s investment program given the go-ahead.

On 20 June 2018, following an invitation from the Communications and Information Technology Authority of the Government of Mongolia, official representatives of Belarus, Bulgaria, Hungary, Vietnam, Germany, Cuba, Laos, Mongolia, Poland, Russia, Somalia, Turkmenistan, and the Czech Republic met in Ulaanbaatar for the joint 46th session of the Board and 21st session of the Operations Committee of the Intersputnik International Organization of Space Communications (Intersputnik).

The delegates were welcomed by Mr. Baatarzhav Chinbat, Chairman of the Communications and Information Technology Authority under the Government of Mongolia. In his address, he pointed out that Mongolia greatly appreciated Intersputnik’s contribution to the development of the national satellite telecommunications system, which met the advanced technological requirements. As an example, he mentioned several projects to provide satellite broadband access to the Internet in the country’s densely populated areas, which were planned to be carried out in cooperation with Intersputnik. Mr. Chinbat laid special emphasis on the assistance that Intersputnik already started giving for the purpose of further expanding Mongolia’s national satellite telecommunications system and expressed his appreciation for Intersputnik’s professional training course for Mongolian specialists dealing with orbit and spectrum resource management issues.

Within the framework of the approved agenda, the Board and the Operations Committee reviewed a wide range of issues related to current operations and development prospects of the organization. The delegates to the session approved the results of Intersputnik’s operation, financial indicators for 2017, and a report on the audit of the organization’s financial and economic performance during the previous year.

Much attention was paid to the development of Intersputnik’s international satellite telecommunications system with a focus on the procurement of the organization’s own satellite resource based on new satellites and the maximum possible use of Intersputnik’s orbit and spectrum resource. The delegates approved a report on progress in the implementation of joint satellite projects and prospects of potential cooperation with new partners in using potential satellite networks.

In terms of stepping up the organization’s international activity it was important that the session endorsed a cooperation agreement between Intersputnik and the European telecommunications satellite organization EUTELSAT. Earlier, such cooperation agreements had entered into force with the International Maritime Satellite Organization (IMSO) and the International Telecommunications Satellite Organization (ITSO).

Another momentous decision of the Board and the Operations Committee was the acceptance by Intersputnik of the rights and liabilities under four treaties of the United Nations concerning outer space making Intersputnik the first intergovernmental organization that accepted responsibility for the compliance with the 1967 Outer Space Treaty.

For the first time in Intersputnik’s history, the Board and the Operations Committee made a decision to launch the organization’s own investment program aimed at implementing innovative satellite telecommunications projects in the member countries. To this end, there will be set aside a special-purpose investment fund in the amount of up to 4.5 million US dollars. Within the framework of this program, it is planned to shortly start reviewing applications from interested companies from the member countries.

The representatives of the member countries unanimously elected Mr. Baatarzhav Chinbat, Chairman of the Communications and Information Technology Authority of the Government of Mongolia, Chairman of the Board for the next term.

The Ministry for Economic Affairs and Energy of the Federal Republic of Germany invited Intersputnik to hold the next joint session of the Board and Operations Committee in Bonn in mid-2019.

On the eve of the joint session Intersputnik held a traditional seminar dedicated to the development of national satellite telecommunications systems in the member countries and advanced telecommunications technologies. This event, called NATSATTEL-2018, was attended by representatives of satellite telecommunications operators from the member countries, officials of government regulatory bodies, representatives of the International Telecommunication Union, and specialists from world renowned suppliers of hardware and technologies such as Hughes, Airbus, and others.

After the joint session, Intersputnik experts are holding a professional training course for dedicated Mongolian specialists dealing with orbit and spectrum resource management.
