THE 13TH MEETING OF APSCO COUNCIL ORGANIZED IN ULAANBAATAR

The 13th Meeting of APSCO Council was held in Ulaanbaatar, Mongolia during November 5-7, 2019. The Council Members and representatives from Member States Bangladesh, China, Iran, Mongolia, Pakistan, Peru, Thailand, Turkey attended the Meeting. Mr. Chinbat Baatarjav, Chairman of APSCO Council, hosted the Meeting and welcomed the distinguished Council Members and delegates from the Member States of APSCO. Dr. Li Xinjun, the Secretary-General of APSCO, highlighted various initiatives and major achievements since the last Council Meeting and engagements with international space community. The respective Director-Generals presented detailed reports and proposals of APSCO cooperative activities to the Council for reviewing and approval. The Council approved the Updated Development Plan of APSCO Projects, also the Updated Development Plan of Education and Training Activities, which set up the roadmap for upcoming years. The documents on “Policy and Procedures for Membership with APSCO” and ”Membership Expansion Plan for APSCO” were approved by the Council in order to benefit more nations in Asia-Pacific region through the space-activity cooperation. With the Council approval, Cooperation Agreements on Postdoctoral program between APSCO and Northwestern Polytechnical University; and the Agreement between APSCO and China National Space Administration on Data Sharing were signed at the end of the session. The Council were also approved the Extension of Cooperation Agreements between APSCO and Harbin Institute of Technology. These agreements would facilitate the capacity building of APSCO Member States.  Last but not least, Major General Mr. Amer Nadeem, the Chairman of Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) was elected as the new Chairman of APSCO for the next two-year term. Departing Chairman was appreciated by all delegation of his outstanding leadership during his term.  The Government of Mongolia and the Communication and Information Technology Authority (CITA) of Mongolia hosted the 13th Meeting of the Council of APSCO with warm hospitality and great support. AGREEMENT ON RADIO FREQUENCY COORDINATION MADE BETWEEN MONGOLIA AND CHINA

The 3rd meeting between the Administrations of People's Republic of China and Mongolia on Radio Frequency Coordination in the border areas was held in Beijing, China from 9-11 October, 2019. The meeting was attended by Mongolian representatives from the Communications and Information Technology Authority, Communications Regulatory Commission, Embassy of Mongolia to China and mobile operator companies- Mobicom and Unitel; and on behalf of China- Bureau of Radio Regulation of the Ministry of Industry and Information Technology, State Radio Monitoring Center, National Research Institute of Radio Spectrum Management Radio Regulation Office of Inner Mongolia Autonomous Region, Xinjiang Uygur Autonomous Region, Gansu Province and three mobile operators. The parties introduced spectrum regulatory framework and frequency allotment for 2G, 3G and 4G systems and exchanged their views on efficient coordination of IMT systems. Furthermore, they intrudced about radio monitoring and cross-border signals detected on their territory and discussed how to enhance bilateral frequency coordination to eliminate harmful interference in the border areas in the future. Both sides agreed to support each other in relevant ITU meetings for the WRC-19 Agenda Items, when they have similar positions. At the end, the parties signed the Agreement between the Telecommunication Administrations of People’s Republic of China and Mongolia on the use of the frequency band, which emphasized as that our cooperation and common understanding reached to a new level. Thus, Mongolia is the second country that signed radio frequency coordination agreement with China.

CHAIRMAN OF CITA ACCOMPANIED PRESIDENT OF MONGOLIA DURING THE STATE VISIT TO INDIA

At the invitation of H.E. Ram Nath Kovind, President of India, H.E. Mr. Battulga Khaltmaa, President of Mongolia, paid a state visit to India from 19-23 September 2019. He was accompanied by Foreign Minister Mr. Damdin Tsogtbaatar, Minister of Road and Transport Development, Mr. Byambasuren Enkhamgalan, Ambassador of Mongolia to India Mr. Ganbold Gonchig, Ms. Undarmaa Batbayar, Chairperson of India-Mongolia Parliamentary, Mr. Enkhbold Zandaakhuu, Head of the President`s Office and Mr. Chinbat, Chairman of the Communications and Information Technology Authority as well as others officials.  During his state visit to the Republic of India, President Kh.Battulga met with Indian Prime Minister Narendra Modi on September 20. During the visit of Indian PM Narendra Modi to Mongolia in 2015, the sides approved the oil refinery project. Construction of infrastructure works or rail and auto road of the refinery to be built in accordance with the project have been complete. The President said that the previous week, he visited the project site to get acquainted with the construction process.  At the meeting, the sides also exchanged views on amplifying people-to-people relations through bilateral cultural, religious and sports activities. On the same day President Kh.Battulga met his Indian counterpart Shri Ram Nath Kovind at the Presidential Residence in New Delhi.   Welcoming President Battulga to India, Indian President expressed confidence that the visit will be a milestone in bilateral relationship. In turn, Mongolian President expressed his delight with visiting India, a spiritual neighbor of Mongolia. Sides were happy to note that the countries have full possibilities to cooperate in growing sectors of economy such as space, digital connectivity and cyber security, and expand present relations. The Indian President said he hopes that the construction of oil refinery would be complete on time, becoming a symbol of cooperation of the two countries.  Following the meeting at the Presidential Residence in New Delhi, the Presidents of Mongolia and India witnessed a ceremony of signing documents of cooperation on September 20.  The documents include; 1.    An agreement between the Government of Mongolia and the Government of India on cooperation in the exploration and uses of outer space for peaceful purposes. 2.    A program for 2019-2023 on cultural exchanges between the Government of Mongolia and the Government of India 3.    A Memorandum of Understanding between National Emergency Management Agency (NEMA) of Mongolia and National Disaster Management Authority (NDMA) of India for disaster risk reduction. 4.    Comprehensive work plan for cooperation in animal husbandry, production of dairy products. between Ministry of Food, Agriculture and Light Industry of Mongolia and Ministry of Fisheries, Animal Husbandry and Dairying of India.
