LAW ON BROADCASTING ADOPTED

The Parliament today provided last discussion on the drafting of Law on Broadcasting and approved it. The Law aims to define legal framework of broadcasting services, provide those services in line with national and public interests, ensure fair market competition and has articles regulating prevention from excessive ownership concentration, ownership transparency, fund of national contents and general criteria of service providers. The fund will support national contents of kids, heritage, culture and traditions. The Law shall come into force from 01 July 2020.

ICT EXPO 2019 TOOK PLACE

The annual ICT Expo 2019 successfully organized at the Misheel Expo Center from 27-29 September 2019 by the Communications and Information Technology Authority for the 13th consecutive year under the motto- Together in Digital Development. “TOGETHER IN DIGITAL DEVELOPMENT” FORUM 2019 TOOK PLACE

The annual ICT Expo 2019 to be organized at the Misheel Expo Center from 27-29 September 2019 for the 13th consecutive year. In the framework of the ICT Expo 2019, a forum took place under the theme “Together in Digital Development” at Best Western Premier Tuushin Hotel on 24 September 2019, jointly by the Communications and Information Technology Authority and Mongolian Information and Communication Operators` Association. The forum mainly focused on policies and strategies of ICT sector and government activities shall be taken to successfully implement the digital transformation. Among representatives of policymakers, service providers, non-governmental organizations, universities and international organizations of ICT industry hot discussions were extended on each panel, concerning to ensure cross-sectoral coherences of ICT applications, programmes and projects, increase productivity and economic efficiency through introducing ICTs in other sectors and enhance leadership of ICT private companies to provide digital transformation in the business areas and other sectors. During the forum, besides of the presentations and panel discussions, the web portal of Integrated Public Service Center www.mgov.mn was introduced. The purpose of the web portal is to allow citizens to get public services using DAN System (state authentication system) or their digital signatures.

ASIA-PACIFIC ICT MINISTERIAL MEETING 2019 TOOK PLACE

The Ministers responsible for ICT, from 32 Members and Associate Members of the Asia-Pacific Telecommunity (APT), met in Singapore during 25-26 June 2019 to commit to a connected digital future for the region by adopting the “Singapore Statement on Co-creating a Connected Digital Future in the Asia-Pacific”. On behalf of the Government of Mongolia, representatives from CITA, CRC headed by Mr. Chinbat Baatarjav, Chairman of CITA attended the meeting. Mr. Chinbat gave Mongolian Statement under the topic of Digital Transformation, Digital Innovation and Creativity introducing about current measures and achievements towards to the development of digital transformation in Mongolia and conveyed the Congratulatory Messages of Prime Minister, Mr. Khurelsukh Ukhnaa to all delegates on the occasion of 40th Anniversary of the APT.    The Singapore Statement sets out the vision of a connected digital future through the development of ICT in the Asia-Pacific region. The Asia-Pacific ICT Ministerial Meeting was last held in Brunei Darussalam in 2014. Over the past five years, the ICT development in the region has shown remarkable improvements in accordance with the key priority areas identified at that meeting. Cognisant of the rapidly evolving digital and ICTs landscape, the Ministers have identified the following five new Strategic Goals in the Singapore Statement to guide efforts to build a connected digital future in the Asia-Pacific region: Digital Transformation which aims to provide an enabling environment for ICT development through improved ICT connectivity and access for citizens and businesses so as to accelerate the digital transformation of the economy and society, which will in turn contribute to socio-economic growth, innovation and better delivery of public services; Digital Innovation and Creativity which aims to create an environment which is conducive for digital innovation and creativity, by introducing policies and frameworks that encourage emerging technologies, accelerate the growth of digital entrepreneurship, and promote international standards on ICT; Digital Community which aims to make ICT accessible to everyone in our communities, including in the unserved and underserved geographical regions and people from vulnerable groups and to embrace diversity, through inclusive policies and the development of reliable ICT infrastructure; Digital Trust which aims to encourage trusted and secured systems which promote the protection of data privacy, facilitate free and secure flow of information, and are resilient towards cyber threats, so that people can engage in online activities with confidence and openly share information online; and Digital Capacity Building and Partnerships which aim to build the digital literacy and skills of all citizens so that they will be well-equipped to work collaboratively, both within the ICT sector as well as across other sectors, towards co-creating a connected digital future in the region.

BILL TO AMMENT THE BASIC LAWS OF ICT SECTOR APPROVED

The Parliament approved the amendments of Law on Communication, Law on Radio Wave and Law on Post. The Law on Communications of Mongolia was adopted in 1995 and has been amended eight times. However, the existing law can no longer foster development of communications market and promotion of fair competition, and distribution of quality products and services of telecommunications to citizens and legal entities. Hence, a Bill to amend the Law includes a number of regulations such as clarifying the duties of the Communications Regulatory Commission of Mongolia, increasing its role in tariff regulation of market competition, determining the sector’s monopolist, prohibiting any activity that is contrary to the competition, and ensuring inter-sector coordination to develop information technology through one policy and planning. The Law on Radio wave were added some provisions concerning to reduce negative impacts of radio frequencies on public health and environment, increase economic benefits of radio frequency usages and update terms and descriptions in line with international treaties as well as Radio Regulation of ITU. Furthermore, it determines the legal status of freelance professional council to be responsible for preparing for WRC and its regional preparatory meetings, implementing international radio frequency coordination, introducing of new technologies and providing professional opinions and recommendations. The Law on Post was updated by provisions concerning the definitions of main postal network, status of designated operator, unified postal code, frequency, route and timing of service delivery and to bring them to the international standards.

MEETING WITH DELEGATION OF THE UNICODE CONSORTIUM

The Unicode Consortium and the Communications and Information Technology Authority of Mongolia co-organized the 3rd Unicode Mongolian Working Group Meeting on April 4th-5th, 2019. President of Mongolia Khaltmaagiin Battulga today received the delegation of the Unicode Consortium that came to Mongolia to attend the meeting, including Lisa Moore, Vice President of the Unicode Consortium and Chair of the Unicode Technical Committee, Deborah Anderson, Technical Director of the Unicode Consortium, and Andrew Glass, technical expert. President Battulga appreciated the active involvement of the Unicode Consortium in the encoding of the traditional Mongolian script and expressed his pleasure with the consensus that has been reached on retaining the traditional phonetic model of encoding the script. Ms. Moore spoke about the Mongolian Working Group Meeting that took place in San Jose, the United States, during which it was concluded that a phonetic model would be used instead of a graphetic model. Therefore, more efforts will be directed towards simplification and enhancement of the phonetic model. Regarding this matter, the delegation of the Unicode Consortium exchanged views with G.Uyanga, Human Rights and Civil Society Policy Advisor to the President, and the representatives of the National Council on Language Policy. MONGOLIA TO HOST 13TH MEETING OF APSCO COUNCIL

Mongolia to host 13th Meeting of the Council of Asia-Pacific Space Cooperation Organization (APSCO) in November 2019. The 12th Meeting of the Council of APSCO was held in Beijing, China from 11-13 November 2018 and made this decision. Mr. Chinbat Baatarjav, Chairman of Communications and Information Technology Authority of Mongolia, hosted the Meeting as the Chairman of APSCO Council.The Council Members from Bangladesh, China, Iran, Mongolia, Pakistan, Peru, Thailand, Turkey and Observer State Mexico attended the Meeting.The 12th Meeting of APSCO Council approved the Budget for 2019 and reviewed financial and operational performance in 2017 as well as prepared a list of projects and programs to be continued in 2019 along with Feasibility Studies. During the Meeting, the APSCO Development Vision-2030 was approved by the Council. It becomes one of the highlighted and major achievements in the history of the APSCO’s development. Within the framework of the educational programs, the 12th Meeting of APSCO Council approved cooperation Agreements on Degree Education with three top space-related Universities: NPU, HIT, and BUAA, and MoU with NPU on establishment of APSCO-NPU Talents Training Base.Moreover, the Council approved another tripartite Agreement between CNSA-APSCO-CMA, on Application of FY Meteorological Satellite Data. This would help the member States to get accurate weather data for wide ranging requirements.
